Selected Items from the April 11, 2022 Meeting

• Mayor and City Council Honor Esteemed Veteran Captain Philip Heinmiller
  Phil Heinmiller was inducted into the United States Air Force in April 1969 after graduating from the University of Colorado. In February 1971, Heinmiller was assigned to fly the Air Force C-7, transport aircraft, which was designed for short landings and take-offs. In August of 1971, he was transferred to Cam Ranh Bay, Vietnam. His mission was to fly the C-7, carrying troops and supplies, to forward operating bases across Vietnam. These bases were typically smaller encampments in the jungle, surrounded by barbed wire, having only a dirt strip for landing planes. These missions were so dangerous that Heinmiller was assigned to replace the previous pilot and crew, who came under enemy fire and perished. Upon returning to the United States in April 1972, Heinmiller was reassigned to fly B-52s, for the 337th Bombardment Squadron, out of Dyess Air Force Base, Texas. While at Dyess, he completed four 180-day temporary duty tours to Guam and Thailand, successfully completing a total of 72 combat missions. Each mission flown over Vietnam and Laos in the B-52 aircraft, carried a bomb load of approximately 52,000 pounds.

  Captain Heinmiller was awarded The Air Force Air Medal (3 Oak Leaf Clusters), Air Force Commendation Medal, Air Force Outstanding Unit Award, the Vietnam Service Medal, the Republic of Vietnam Campaign Medal, Vietnamese Cross of Gallantry, Air Force Expeditionary Medal, National Defense Service Medal and Marksmanship ribbon. In 1975, Heinmiller was Honorably Discharged by the United States Air Force, after serving six years of service.

• Pat Tillman Honor Run
  Mayor Wilson announced that the Pat Tillman Honor Run will take place at 8:00 AM on April 23 at Riverside Park in Roswell. The 4.2-mile run/walk is in honor of Pat Tillman, an American Hero who was killed by friendly fire while in Afghanistan. This fundraiser is to raise funds for the Pat Tillman Foundation, which gives academic scholarships to military veterans or their spouses to further their careers and strengthen their communities.

• Update to Roswell’s 100-Day Plan
  Mayor Wilson gave an update on the 100-Day Plan. Specifically, Mayor Wilson marked as complete the item “Implement Zero-Based Budgeting.” View a video of the announcement on Facebook here. Later in the meeting, Council approved another item listed on the 100-Day Plan, the Oxbo Master Plan.

• Approval to release donated funds in the amount of $10,000 for Public Art to the Roswell Arts Fund and approval of Budget Amendment BA10061756-04-11-22 in the amount of $10,000.
  Action: Approved as part of the Consent Agenda
  PSH Buckhead, LLC, donated $10,000 to the City of Roswell for public art.
• Approval of the Oxbo Action Plan, including approval of a blanket right-of-way agreement not to exceed $270,000; approval of a change order with ER Snell, Inc. not to exceed $2,730,000; and approval of Budget Amendment 33642200-04-11-22 in the amount of $2,764,000.
  Action: Approved Unanimously
  Council approved an additional $2,764,000 from TSPLOST funding to complete construction of the intersection of Oxbo Road and Ga. 9 by October 2023.
• Approval of a text amendment to the Unified Development Code (UDC) regarding the RM-2 (Residential Multi-Family) and RM-3 (Residential MultiFamily) zoning districts. (First Reading)
  Action: Approved Unanimously
  Council approved the first reading of edits to multi-family uses in the Unified Development Code.
• Approval for the Mayor and/or City Administrator to sign a contract with Sansom Equipment Co for the purchase of a Front Loading Garbage Truck in the amount of $306,241.
  Action: Approved Unanimously
  Vehicles are regularly purchased by the Environmental/Public Works Department to maintain its fleet.
