Mayor and Council Honor Esteemed Veteran Second Class Quartermaster Edward George Bernard
Edward George Bernard was born in Burlington, Vermont on July 3, 1922.He enlisted in the United States Navy in 1942 and was assigned as a Quartermaster on an English Landing Craft Tank Rocket (LCTR) 373 ship. As Quartermaster, his job was to maintain the maps, calculate targets for the 100 rockets and steer the ship during times of battle. On June 6, 1944, he helped launch the largest amphibious invasion in history, the Normandy Invasion. First into battle on D-Day, the LCTR’s launched their rockets at critical land targets to destroy enemy strongholds before the Allied soldiers stormed the beaches. After D-Day, Bernard’s ship was sent to the Mediterranean to support allied troops that were liberating France and Italy. He was then sent to the Pacific Ocean to prepare to invade Japan, but the war ended before he could get there.
Upon returning to the United States, Bernard received his B.A. from St. Michael’s College in Vermont. After graduation, he lived in Lima, Peru, where he helped salvage a school “Colegio Santa Maria” and teach in the small village of Muquiyauyo where he later became their Principal.

- Recognition of the City of Roswell receiving the Atlanta Regional Commission’s Green Communities Platinum Level Award.
The recognition for receiving this platinum level was presented at the January 10, 2022, Mayor and Council meeting. Staff was asked to come back to a future Mayor and Council meeting when the plaque was received.The City has recently been re-certified under the Atlanta Regional Commission’s (ARC) Green Communities Program at the Platinum Level. This is the highest level of certification a local government can attain. The City of Roswell was first certified in 2009 at the Silver Level and was certified in 2013 and again in 2018 at the Gold Level.
- Approval for the Mayor and/or City Administrator to sign an Intergovernmental Agreement between the City of Milton and the City of Roswell to resurface King Road.
Action: Approved as part of the consent agenda
King Road runs through both Roswell and Milton and was due for resurfacing. The cities agreed to share the resurfacing as one project. - Approval of rezoning 10325 Turner Road & Old Alabama Connector Rezone OP (Office Professional) to CIV (Civic and Institutional) and Conditional Use for “Major Utility.”
Action: Approved with conditions
The property owner, Verizon, was seeking approval of a 50,800 square-foot expansion of a current facility. This item was deferred from the December 13, 2021 Mayor and Council meeting.
